Primary ruling is three lines, not one: a solid line at the top, a dashed line through the middle and a solid baseline, with a gap below for descenders. Children learn letter height from it — a lowercase letter fills the bottom half up to the dashed line, a capital or a tall letter reaches the top line, and the tails of g, j, p, q and y hang into the space below the baseline.
The ruling height is the whole point, so it is the option here. One inch is the usual choice for pre-K and kindergarten, when letters are still large; three quarters of an inch is standard first grade paper; half an inch suits second grade and anyone moving towards normal ruled paper. On US Letter you get 6 line groups at 1 inch, 8 at 3/4 inch and 13 at 1/2 inch, with a Name and Date line across the top.
The solid lines print blue and the midline prints as a red dashed rule, which is the convention most handwriting programmes use and which makes the middle easy to see without crowding the page. Every measurement comes from the real inch, so a sheet printed at 100% matches the ruling in a school workbook. There is nothing to type into: this is paper for a pencil, and it works equally well for letter formation practice, spelling words and first sentences.
